ROYAL OAKS, Monterey County — October 28, 2026. A regional drinking-water project serving unincorporated areas of northern Monterey County advanced through a major environmental step in 2026. The Pajaro/Sunny Mesa Community Services District approved the environmental determination for its Springfield Area Regional Consolidation Project on February 26. The state’s clearinghouse published its Notice of Determination on March 2, reference 2025110647.
What does the project cover?
The state filing describes consolidation of existing water systems and expansion of the district’s service area. Project components include about 46,000 linear feet of potable-water mains. The filing also states approximately 235,000 linear feet of total piping when customer service laterals and other appurtenances are included. These figures are different measures of the project’s scope, not two separate lengths of new mainline.
Where are the affected areas?
Named roads in the official filing include Struve Road, Giberson Road, Springfield Road, Jensen Road and Bluff Road, in a rural northern Monterey County service area. The district’s office is in Royal Oaks at 136 San Juan Road. Its service region extends beyond the Royal Oaks community, so the project should not be described as a water-main replacement on every Royal Oaks residential street.
Was the project approved?
The lead agency’s environmental filing identifies February 26, 2026 as the approval date and states that a Mitigated Negative Declaration and mitigation-monitoring plan were adopted. The agency found the specified mitigated impacts manageable under the environmental process. This does not mean all pipe construction is complete, that every household is newly connected or that specific water rates have been approved.
What should affected residents ask?
Residents should confirm whether a parcel is in the current or proposed district service area, whether a connection would be required or optional under applicable agreements, the timing of road work and who is responsible for installing and paying for service laterals. The existence of an environmental approval does not itself determine an individual bill.
Where to get official updates
The state filing names general manager Judith Vazquez-Varela, phone (831) 722-1389, as the project contact. Primary source: California State Clearinghouse — Pajaro/Sunny Mesa Springfield Area Regional Consolidation Project, March 2 Notice of Determination. Reviewed October 28, 2026.
